The way I'd do it is to take a brick image map that you like.
This will be your surface color map. Make a greyscale version of the
map. This will be your bump map. You can use fractal noise or your
own texture on the diffuse channel to add dirt to the image. Let me
know if you need help on using the diffuse channel to that end. (You
might want to use the grey scale as a diffuse map to save the surface
color channel if the color map doesn't look right, but by using a
surface color map you can save the diffuse channel for adding that
"dirty" look. It'll work either way, but the final look will be
different ... play with it and decide)
You may also need to negate the bump map image. Basically,
what this should do is give the appearance of depressions where there
is grout, and also elevate and depress the textures of the brick. This
is the low polygon count solution. Thus, your rotunda need only be a
simple cylinder.
The trick here is to get the most use out of each texture
channel. By using a color image map, you can use the diffuse channel
for dirt and the bump channel for elevation. By using the diffuse
channel for the image you can change the color of the bricks in the
original image simply by setting the slider under surface color. You
could also load in a color map that is the color you wish your bricks
to be, and you could dirty this map up. This will achieve a similar
effect to using the color image map, but will potentially give you
some more flexibility. The bump map is just the icing on the cake, and
will add realistic shading to give the appearance of depth. If you get
TOO close to the bricks, you'll notice that the grout has no depth,
but I'm assuming you're not planning a "death-star" like fly through
of the brick grout!!!
